When I do the benchmark in OC Mode the GPU clock stays within a few MHz of 1330, but with my overclock it goes from 1360-1440 mostly on the lower scale. I'm hitting my power target of 150 so maybe that's why it won't go any higher. I wish it was like the older gpu's, set it and that's what it runs at. If Polaris is like Pascal then it's like a power saving feature. I find it a little strange too that my temps are 61c, it's not hitting the power target and my boost clock is at 2038MHz, it shows a max of 2063MHz and can go as low as 2000MHz. My ROG Strix 1070 has a max power target of 120%. You can keep an eye on the temp and power target with GPU Tweak II. Try setting the fan manually to 100% to keep temps below 70c and see if this helps keep the clock speeds up, if you hit the maximum power target that will also throttle down the clock speeds some.
